OpenAI has signed a 20-year agreement for approximately 8 gigawatts of IT capacity at the PORTS-Pike Technology Campus in southern Ohio. That is a large customer commitment. It is not 8 GW of data-centre capacity operating today.

The August 17 announcement says SB Energy will build, own and operate the centre, then deliver capacity to OpenAI over time. The first 800 megawatts is expected to become available in 2028, largely through existing AEP infrastructure. OpenAI says it starts paying only when completed capacity becomes available.

Local public broadcaster WOUB had earlier examined an Ohio EPA application that described about 1,016 acres of private land, purchase options rather than completed ownership, possible layouts and potential effects on wetlands, streams and wildlife. SB Energy told WOUB that the final layout would be developed through permitting. The change from that application to the federal dashboard's roughly 1,300 acres is another reason to treat the site plan as evolving.

The power system is also a project, not a fixture

The PORTS-Pike project site describes 10 GW of new power capacity, including 9.2 GW of natural-gas generation, alongside a $4.2 billion high-voltage transmission programme. Those are development figures. They are not a count of power plants already running.

One public component, the proposed PORTS Energy Center, is described by its developer as up to 2 GW of simple- and combined-cycle gas generation. Its public notice says an Ohio Power Siting Board certificate is required and that an application will be submitted. The developer targets construction in the first quarter of 2027 and phased commercial operation in the third quarter of 2028. Those dates remain a developer schedule subject to review.

AEP Ohio offers support for one narrow consumer-cost claim. In May, it said the data-centre customer would pay all transmission investment needed for the campus, insulating other AEP Ohio customers from those transmission costs. AEP expects power to begin flowing through that project in 2029. OpenAI's earlier 800 MW target therefore relies largely on existing infrastructure, as its release says; the new network is part of the pathway to later phases.

OpenAI, SB Energy and DOE go further, saying the project will not shift its energy and infrastructure costs to regional ratepayers and will strengthen reliability. The disclosed customer-funded transmission structure supports the project-specific transmission claim. The sources reviewed do not independently quantify every possible wholesale-energy, generation, fuel or wider system effect across a campus planned to operate for decades.

Jobs and water remain projections

OpenAI and the current project website project 35,000 construction jobs during a six-year build through 2032 and 2,500 long-term operating jobs. They do not publish the underlying jobs model. A March DOE account used lower estimates—10,000 construction jobs and more than 2,000 permanent positions—before OpenAI announced its agreement. The same caution applies to water. OpenAI says the campus will use closed-loop, air-cooled systems that recirculate water instead of continuously consuming it in cooling towers. After the system's initial fill, the company expects continuing use to resemble an office building with a similar number of people, covering sinks, toilets, maintenance and landscaping.

But the final design and expected volume are not public. OpenAI promises to report expected water use once the design is final, then report actual water and energy use annually. Until gallons and operating data appear, “closed loop” supports a claim of recirculation—not zero withdrawals or zero local infrastructure demand.
