OpenAI is putting money and computing credits behind 14 attempts to turn its broad ideas about AI-era economic policy into research, prototypes and frameworks. The company says the projects will run for six months and report results in 2027.
That timetable is the first important boundary around the August 17 announcement: these are project plans, not evidence that OpenAI's proposed policies work.
OpenAI says it will provide a total of $1 million in funding and up to $1 million in API credits across the selected projects. It does not disclose what each recipient receives, whether allocations are equal, how cash and credits are divided, or whether every available credit will be used. OpenAI also says more than 400 people and organizations responded to the call. No public applicant list or independent audit of that count was found.
The projects span the United States, European Union, Brazil, Singapore and South Korea. Nine appear under OpenAI's heading “Building a more open economy,” covering workforce disruption, distribution of productivity gains, access to productive assets, energy, portable benefits, taxation, international economic coordination, scientific institutions and public-hospital infrastructure. Five appear under “Building a more resilient society,” covering self-improving AI, AI-and-biology information sharing, national-security training, government-policy simulation and legislative oversight.
Singapore gets a policy-simulation experiment
Nanyang Technological University is listed for one of the most technically specific projects. OpenAI says NTU will develop and evaluate a privacy-preserving agent framework that turns individual-level financial transaction data into behavioral profiles, then simulates how households might respond to government transfers and industrial policies.
According to OpenAI's project summary, the plan calls for validation against observed responses to earlier policies and statistical benchmarks. Intended outputs include a prototype, a privacy-preserving profile schema, reports explaining predictions and guardrails for government use. No separate NTU confirmation was found in a fresh public search on August 17.
Every verb in that description points forward. The announcement does not name a participating government, data provider or production deployment. It does not demonstrate that the proposed profiles preserve privacy or predict households accurately. Those are questions for the project to test.
The same caution applies elsewhere. OpenAI says a Brazilian public-hospital team will conduct a controlled pre-deployment evaluation using synthetic or appropriately de-identified data. It says the Institute for Security and Technology will develop indicators and response pathways for uncontrolled recursive self-improvement, and Yonsei University will produce a pilot dataset for assessing oversight in South Korea's National Assembly. None is announced as a validated system.
From a company blueprint to outside work
The grants follow OpenAI's April Industrial Policy for the Intelligence Age. That document floated a public wealth fund, shifting some taxation from labor toward capital, automatic safety-net triggers, a “Right to AI,” faster energy development and coordination for frontier risks.
Bloomberg reported the wealth-fund, safety-net and grid proposals when the paper appeared. Axios wrote that many ideas were outside current political plausibility. In a separate column, Axios argued that the blueprint also helps OpenAI position itself as a responsible actor and shape regulation. Axios disclosed a licensing and technology agreement with OpenAI and said it retains editorial independence; its interpretation is context, not established evidence of OpenAI's motive.
The recipient list makes the program broader than a set of internal OpenAI papers. Outside organizations are slated to do the work, and OpenAI says independent institutions can challenge its assumptions. But OpenAI's “independent” label does not establish the terms of that independence. The announcement does not publish grant contracts, conflict rules, selection scores, publication guarantees or terms governing OpenAI's influence over outputs.
It also leaves the project-level economics opaque. The cash pool works out to about $71,429 per project only if divided evenly, but the release provides no basis for assuming that distribution. API credits are a separate, in-kind resource with a stated ceiling, not another $1 million in cash.
A small, testable slice of a larger agenda
The policy grants are small beside OpenAI's wider philanthropy. The Associated Press reported in March that the OpenAI Foundation pledged to grant $1 billion over the following year. The reviewed sources do not say whether this $1 million program comes from that pledge or identify the awarding legal entity beyond “OpenAI,” so the figures should not be merged.
For now, the significance lies in testability. OpenAI has attached named institutions, intended deliverables and a 2027 reporting horizon to ideas that were previously a company blueprint. The next measure of the program will not be how ambitious those project summaries sound. It will be what methods, results, limitations and failures become public—and whether recipients visibly challenge the assumptions of the company paying for the work. The announcement says results will be reported, but does not promise that every full method, dataset or failure report will be published.
